2021 Professional Development - Lecture - CPR Compression/Leadership/Discretion/Adolescent/Wellness DISCRETION- This block of instruction will focus on the role of the police, the way in which they rank different demands, and the way in which they choose to accomplish tasks. In this course, members will identify decision points and appropriate courses of action given the circumstance. Discretion is a tool that members already use, and this course will assist members in understanding how to assess a situation and articulate those decisions more effectively.  This course is intended to give members the confidence to engage the community as a peer and a just authority and minimize decisions made out of fear. As such, members will be taught to handle community issues with compassion and humanity using the skills they learned over the course of their careers.  Finally, this course will assist supervisors to provide guidance to members that ensures their decisions are measured, equitable, articulable, and limited.

OFFICER HEALTH AND WELLNESS - This block of instruction will focus on multiple aspects of health and wellness, specifically the dangers of supplements, general nutrition, the services of the MPA athletic trainer, and the use of SMR (foam rollers).  As such, members will gain general knowledge of supplements and nutrition choices while on the job, which can help prevent health complications.  Members will learn about the department's wellness resources and the role and responsibilities of an athletic trainer, all of which can provide preventative and recovery information. Finally, members will learn how to use SMR for injury, also for prevention and recovery.

LEADERSHIP - Leadership is integral to organizational effectiveness.  Policing provides unique organizational challenges in that leadership styles may differ across assignments. Some situations require the warrior mindset. Most benefit from the guardian mindset. (It is understood that these two concepts are not purely dichotomous.) Perceptions about effective leaders are also important to this topic in that supervisory style has been found to influence patrol officer behavior. Additionally, leadership is related to legitimacy, an idea that members believe that their leaders are making appropriate decisions given the situation. Each of these concepts will be discussed in this block of instruction along with a 360-feedback questionnaire to be completed by officers and supervisors at the rank of Captain and below prior to this training.

Nightlife Bike Course - 2015 The International Police Mountain Bike Association (IPMBA) is presenting a Bicycle Response Training for selected members of the MPD Nightlife Program.    IPMBA BRT is a practical riding course, effective addition to any MFF or Civil Disturbance Unit, whether the function is Nightlife Operations, a state fair, a sporting event, or a major political protest with terrorist threats.  One of their key features is the ability to adapt to the needs of a specific agency in handling events of all sizes and types.  IPMBA BRT is built upon a philosophy of preparedness in planning for Public Safety with the capability of modifications for emergency situations, such as natural and man-made disasters.  The language and terminology mirrors that of modern Mobile Field Forces (MFF) and Civil Disturbance Units (CDU) to maintain interoperability for multiple service providers.

IPMBA BRT can be adapted to meet the needs of your Public Safety Agency.  A unique component to IPMBA BRT is the integration of Emergency Medical Services ( EMS).  Similarly to how Active Shooter teams have incorporated direct medical support for team members and/or victims, BRT is designed to incorporate a bike medic into a Strike Team.  This enables a BRT to provide medical support for an injured team members and/or participant.  IPMBA BRT has developed specific techniques for suspect and casualty removal from crowds or unusual event.

BRT Strike Teams (typically five or more officers) can assist in force protections for known targets during or separate from planned demonstrations.  When groups move from point to point.  IPMBA BRTs can use the channeling technique to rapidly establish safe routes and also provide diversion from governmental property.  If a target is suddenly identified, a target Strike Team or a Squad can be deployed from the main event and move directly to the area for target hardening, applying force protection, forming temporary barriers or providing a security presence.
